Dallas spent his childhood in Georgia, where he was raised by his father, Riley Gene Raines, and his mother, Sybil Jeannette Hambrick. Regarding his education, Dallas was a student of earth science and broadcast journalism at Florida State University, from which he graduated with a Bachelor of Science degree in Broadcast Meteorology. Later, from 1998 he taught Meteorology courses at California State University, Northridge at the geography department.
